I have used the technique that geodude mentions. What happens it, that the tree thinks the end of the long branch is really it's apex, and due to apical dominance, the "apex" will grow faster, thus elongation that paricular branch. A tree always grows fastest at it's apex, rather than the lower branches, I guess that's how they get bigger quicker in nature
The way I would do it is I would lay your pot on it's "right hand side" so that the cascading branch points upwards. The tree will "think" this is it's apex, and grow more vigorously there. It certainly seemed to work on a juniper that I had.
