Identity Wanted For Possible White Cedar

I am unsure of its correct identity. I am thinking it is Thuja o. but dont know for sure.

I got this at my club hq. for a price I could not beat. For an Abe Lincoln, I got this scrubby little plant with a beautiful base. It is a whopping 15 inches tall. Base is 3.5 inches.

It is a little sparce in the foliage department at the moment, but new growth is coming in, so I think the transplant to this mica pot a few weeks ago went ok.

This is the base with some new growth. Can someone positively I.D. this one for me? Thanks in advance.
