You know, the tool alows batch conversion, so you could feed it all the avatars on the site. The disadvantage is you have to use the same setting for all images.
I've tried a few GIF avatars with a reduction to 64 and 32 colours and it went about in half.

Improoving JPEG avatars should be done in a personalized way, image by image. I guess it's up to each member to do this.
