It sounds like you are trying to upload an image file at the size it was taken from the camera or scanner. *These files are too large for anything except printing. *The 100K limit is actually pretty high. *Some boards have 35K or so.
First step as Denny points out is to resize the image for a lower pixel count. *You can get an evaluation copy of paint shop pro from www.jasc.com that will do this. Most general purpose image editing programs will also work.
Resize to a maximum of about 500 pixels in the long dimension
Next step is to compress the image for output. *For picture files, as bq57 wrote, you definitely want to save as a jpeg.
If you're using Paint Shop pro this is really easy. *You just select FILE->EXPORT->JPEG OPTIMIZER and you can play with the compression. *Usually somewhere around 20% compression is fine for an image like this *Paint Shop Pro will let you see what compression does show you the resulting image size.
Be sure to select a different filename for the save! *You don't want to overwrite your nice printable file with a low quality websize file.
Just click OK and save it off to your hard drive.
