Ive look two books about the black spot,

Ones simply refer to it in a chart saying that it appears in spring, it can be cured with some Benlate (Benomyl) or Captan product.

The other book, talk about the black spot disease being cause by small mushrooms and it says that elms are prone to this disease.
A general fungicide should be enough to remove the disease. If it comes back, use a product made from sulfur. They should have it at your local garden centre.
