Urbansai, Hi. From a novice who has been there, if the tree has not opened its buds it still can be repotted. It has been sleeping for the winter and will be coming around shortly. As a novice I usually do not do major root work on a new tree. This said when you repot this tree make sure you remove what you can of the tap root if its still there. In the situation where the tap root contains all the fine roots just reduce the tap root. You do have some time, even if the buds are opening it can be done!
