The way I understand it is they are the minimum or coldest winter temperatures averaged over at least a 10 year period. It doesn't mean it can't get colder but they are used to show what your normal winter temps will be like. It doesn' have anything to do with summer highs either, wich is another consideration when choosing plants and trees for your area. *Here's a USDA map at the link.
