Japanese Maple Sick ? Need Advice

Hi Folks,
This tree was trimmed and repotted from a nursery pot on 1/22/04. The roots were trimed about 25% and the tree placed in the 15" X 5.5" pot. The soil is 50% forest bark, 25% pumice, and 25% pure clay cat litter (no additives). I used B-1 after the repot. On 2/10/04 after the appearance of some buds I used a 50% mixture of 20-20-20 fertilizer.
We had warm weather for about a week in the mid 60's and since has gone back to rain with highs in the upper 50's and lows in the upper 40's.
The problem: a few buds began to appear and looked OK but since have turned black and some of the smaller limbs show some die back and not much further signs of new buds.
