Some trees will sprout suckers right from the roots but most will sprout at the base of the tree right above the roots, like in Treebeards example. There's no way to get rid of them permanently, it;s an ongoing thing. Just prune them off with concave cutters like you would any branch. Better yet, keep a close eye on your trees and just rub off the buds if they are swelling in a place that's not needed.
