I just ran across this. Probably it spun off the radar before anyone figured out what JWP meant.
Yes, you should be able to get Japanese White Pine to layer for you if you allow sufficient time. Rooting hormone is a must, and it would be a good idea to apply a wire tourniquet beneath the upper cut in the ring of peeled bark. The bark should be peeled all the way to wood. Sounds extreme, but that is through the bark, cambium, that whitish sapwood, right to the wood.
If the trunk is low enough, you could ground-layer it right in the pot.
