With the Juniper, I think you should use Rommel's two-pronged approach (or was it three prongs?)
1. Fertilize like crazy
2. Remove a significant amount of foliage. With junipers, cutting away something like 1/3 to 1/2 of the total foliage triggers an outburst of foliage. A good part of it will probably try to originate at the forks of the branches where you won't especially want it. But you should get some intensive back budding. Timing this well couldn't hurt, like maybe once the frost is gone, if you get any.
