This is because this little critter likes to live inside of the needle sheath. Any way good luck and let us all know the outcome.

Bingo! I put a few needle clusters under the dissecting microscope (I am a biologist by trade) and inside the sheath of two found mite critters, along with obvious tissue damage to the needle and some white, webby stuff. In one, in addition to the "main mite," there were a few still tinier, white buggies moving around, which I assume were the infants.
I'll be spraying tomorrow morning -- in time, I hope, to save at least part of the tree. Thanks so much for the diagnosis!!!
