It's hard to say. I don't know if we're growing short little mame with fast taper or two-person sized trees to scare the neighbors? I can't tell what kind of growth you have at the base, because it's obscured by branches. I think though, that I would tend to let the leaders go at least another year if these are young trees. Having a tall leader whipping about in the breeze is a good way to encourage buttressing of the root base.
For you, I would suggest you let one elm grow and cut the other back, so you will know what difference it makes in a year or two.
