I like the shape. When I have had junipers that look like this, I have had problems because all the growth tends to be way out on on the ends so its really difficult to form pads or clouds of foilage. However, I have a windswept that I havent posted, but i cut it way back in early spring and now I am getting a lot of back budding so hopefully I can chase the foilage back closer to the main branches.

So I won't say who is right or wrong!! Maybe wire all the little branches into pads and then keep them pinched often so they will fill out.
