Ronald, it will depend on the length of your growing season. It should make roots the first year but probably not enough to support the tree. I'd plan on two full seasons before removing the layer. This will mean it will have to stay on the tree over winter so it will need good protection, the tiny roots probably can't take too much of a freeze without doing damage.
