Thats definately a spruce. Don't style it now, once the buds have broken and began to grow (as in your tree), wiring or repotting it may be detrimental. If you are happy with the height and girth, let the new shoots extend to about an inch, pinch the tips to encourage backbudding. They normally have one flush of growth a year, pinching will force new, compact growth before it hardens off at the onset of summer. They also like a bit of wind; stale, humid air is not so good for them.
I think that could be a Norway Spruce (Picea abies).
