Sorry Kyle, in the long post I missed the comment about money being tight.
Rosemary sounds like a good idea - I recently saw a Rosemary bonsai at a local nursery which prompted me to buy a Rosemary plant from the herb section (much cheaper than the bonsai), but haven't yet had time to do any work on it. It certainly looks like it has the potential to be a nice bonsai one day. Go have a look at the galleries here - there are a number of Rosemary bonsai. See whether they are the kind of tree you would like to grow.
Do you have any fruit trees in your garden? There may be potential for bonsai in some of those. We have a plum tree which gets small plums and I have taken a couple of cuttings off that. They are still too small to know whether they will produce decent results, but with no cost there's not much lost if they don't work out.
