I have grown quite a few. Air layering is best done in mid Spring just as root activity starts and you see the bright coloured tips on the foliage extend. In the Uk I'd start layering now. The ring bark method works best - cut through the bark and cambium using a shap knife, peel off the bark & apply rooting hormone at the cut site and wrap with moist sphagnum moss as usual. Some folk use B1 solution or willow water to moisten the moss.

Juniper root readily using this method.
