For Mac you want GraphicConverter. You can get it at
http://www.lemkesoft.com/
Open the pic with Graphic Converter and use the Picture - Size - Scale menu command. Check the Keep Proportions and Scale Picture boxes. Set the two Dimension popups to Pixels and change the bigger of the two sizes to 800 pixels. Click Okay.
Now use the File - Save As command. Set the format to JPEG/JFIF. Check these boxes: Save web ready, Make filename ready for the web, and Merge color profile into image. Click Options to see the JPEG options. Check the Special Filesize box, choose Reduce quality to reach filesize, and type 75 in that box. Click Okay, type a name for the file, and click Save.
It doesn't always hit the exact filesize you type, so check how big the new file really is. If it's bigger than 75KB, try saving the pic again but type a slightly smaller filesize.
