I had the same problem with my hibiscus forest. After doing soapy water 3 times over a week (they kept returning) I went to the Safer, and also treated all the other trees/plants in the same area. Even without signs of their return I treated again after 4 days, to catch any newly hatched bugs, and so far they have been fine for 2 weeks.
