green slime under soil surface

Over the winter a few of my trees have developed a green slime in the soil just below the surface. I'd like to know what this is, how to treat it, and how to prevent it in the future.

On hand, I have Captan by Bonide (which I use to prevent damping off for my cuttings) and Bordeaux Mix Fungicide by Hi-Yield (a copper product), so if either of those would work, that would be great.

The photo is taken after I stirred up the top of the soil a bit. The soil is composed of chicken grit, fuller's earth (similar to turface), and a little pine bark.
