Update
This tree was in a nursery can. I noticed that the soil was pretty dense, but it completely collapsed when I fertilized with organic cakes. This posed problems watering the tree and I had to continually poke holes and scrape the top layer off. (This was due to tiny moss/algae growth (more moss-like than algae-like) that occurred after the application of organics, not the collapse of the fertilizer cake itself.) The problem was probably exacerbated by the already dense soil it was in.
...It got repotted this spring. Its in a lava-heavy mix of lava and pine bark. The water sucks right through now, and I've already seen improved color on this juniper in a little over a week. I've already got new growth for the spring, and probably 2-3 weeks from having enough to pinch.
That said, this year will be mostly recovery. If, by mid-late June, its showing signs of recovery from the repot, I'll probably pinch it back but I don't think its going to be wired this year.
Also, this isn't a preferred pot. It was what was available, though I admit to liking it more with the tree in it than I thought I was going to.
ps. My apologies for the dark-ish photos.
