I'd say it was just the shock of repotting. Just pick off any dead leaves and new shoots will come through soon. I would not repot for a long time and when you do repot, cut the top back as much as you cut the root ball back. Also securing the plant to the pot with garden tape or wire(aluminum or copper, never steel!) will keep the rosemay stable. For now, the best thing you can do is leave it be and give it a day where you let it dry out, precaution against wet feet.
With rosemary, I am never to sure with what to do, I am not an expert in the species, but when I repot I follow the foliage mass to root ball mass rule, use a good free draining soil mix (this is extremely important, with roemary, a little more organic material is acceptable) and when leaves fall off, its not the end of the world, shake and wait. You need to be worried when branches or shoots wilt or shrivle.
