I actually just found the same type of bug in my soil. I'm not sure if this is the case with you, but I repotted one of my plants yesterday and found this bug along with several white balls. I almost mistook them for the perlite the plant came potted in, but closer inspection revealed that they were very round and smooth, and a white liquid comes out when you squeeze them. There is nothing on my leaves that I can tell, they are only in the soil. I completely bare-rooted that plant getting all of them out, only to discover that a jade that I have has them too. I think that is where they came from because I had just bought it from a bonsai vendor visiting town a week ago.
