That is called honeydew and it can be from a scale infestation as well. Check the leaf stem and branches for leach looking things ( Brown/orange in color probably ). Also if this tree is anywhere near others quarentine it right away as the baby scale will travel ( and check the other trees you have). Adult scale are stationary mostly and have that hard shell. If you can pick them off then get too it. Use an insectiside designed for scale to kill the babies that are on the go. keep checking daily for any new ones and pick them off as well. I used Sevin on mine when it had it but Sevin is very strong and a weak tree will not like it.
