I agree with davidzoo. the sticky substance is usually a sign of aphids. i'm in a battle with them my self over my fukien teas. insectacidal soap will do the trick. you will more than likely have to apply more than once. give the tree a blast of water with the hose first to knock as many of them of as you can first.

sorry i have forgotten how to spell insectacidal for some reason.
It's late and my meds have kicked in.
