You can clean the dry crumbley stuff off if you like. It must have gone into shut down from neglect then or has dried up, you will have to let it be and see if it comes back. Remember not to overwater during this rehab time, just enough to keep the roots from going dry. What is the weather like outdoors over there, if the weather is nice outdoors will really help.
