Question Start over with disaster of a Jade tree?

Other than watering, I really never got into doing anything with this/these Jade trees. As you can see they are a pretty pitiful lot. How far can I cut these back to "start over"with them.


Also can someone tell me what these "shoots" are that are growing out of the branches. They seem to be growing where the plant is horizontal. Could they be roots? If they are roots, could I just trim below them and replant the branch?
