Not an expert, but why don't you cut it down to the first branch on the left (so that branch becomes the new top)? You could wire in some more movement that way.
This genus is ok for bonsai (I like Chamaecyparis sp. myself), but they're a pain in the bum as they don't bud on old wood, which is what one normally looks for to try and form foliege pads. Try plucking the tips of new growth in the spring to try and form pads, as you would with a juniper. It may help to remove foliege growing from the tops and bottom of a branch (leave on the sides), it will flatten and lessen the spherical appearance of the current 'pom poms'.
