This type of soil can be okay. It depends alot on what you are growing and where.
I found the most important thing with soil is not whats in it but that it should be sifted. Even the pre packaged bonsai soil. I found that if I sifted this type of pre packaged bonsai siol I would be lucky to get half that was usable. There is usually way too much fines in them.
If this is all you can find at the moment I say use it but you can do much better by finding good size ingredients 2-4 mm in general. Best thing you can do is invest in a sieve. Also ensure that your bonsai pot has plenty of drainage with this pre-packaged bonsai soil. Drill a few extra holes in it if you are using a cheap pot.
