My korean Hornbeam "no buds on the top half"

Hello all.
Iam new in the art of bonsai. Been doing it since i went to the botanical garden in brooklyn and fell in love with their bonsai collection.
I have about ten trees now and all are doing well. Excepted my korean hornbeam that i bought from E-bay from a fellow called "Sandman3760"
This past november apparently he sold me a tree that the top half of the tree has no buds on it, but the buttom half does. I was E-mailed By someone on e-Bay telling me that the top half of the tree will never bud. Even thought the branches on top are well placed. My question is this. is there anything i can do to save the top of the tree and get it to rebud or do i have to go forward and chop
the top off to hopefully regrow a new lead branch. Thank you for your responds. Ingas
