Looking a little closer at the photo I can see the tell tale white stuff, look for what amounts to little beige/brownish lumps, they should be relatively easy to remove, then squish en - It'll make you and the tree feel better.
Picking them off is all I do never had it bad enough to do anything else. When I do use sprays inside I use a pyrethrin based product, don't even know the name of the botle I have now.
Peters, Miracle grow, what ever is on sale will suffice. Keep it minimal though it doesn't need much till spring.
