I would wait a while longer for the repot. If your akadama appears loose, then it has not yet broke down. So your statement of "is this normal for akadama " would be yes. I assume your over watering your tree due to your suspicion of rot root.

I would suggest that you wait till spring on the repot. For now apply a dose of Captan 50WP to combat the root rot if that is indeed what you have.
