Even though it is obviously to late in the season if I was keen to get going I would pull it out of that small pot shake of some of the soil but do no root pruning.
Get a pond basket or colinder type utensil say 3-5 times the size of current pot to use as a new pot get some good soil (you may need to research what this means) pot it up and then I would take of the leader branch on the left in the first pic.
Let it grow out for this year and next year I would reduce to the small branch in the centre on the first pic. Let it grow out agaian for the year and by this time it should be starting to look interesting
Repotting now without pruning any roots should be safe enough but I would not be so drastic on more expensive material. I am guessing this tree did not cost you much. If you have concerns of losing this tree I would wait to start the repotting in spring next year. Being a keen beginer I am sure you want to get your hands dirty.
