Maybe so, but I always stratify under control conditions of the fridge in expectation of better yield. Maybe so, maybe not, but i think so.

As for adding water, if the towel is damp enough and the bag is sealed tight you shouldn't have to.

Frankly, i prefer damp milled sphagnum to the paper towel because the towel is bound to have some acid residue from manufacture, and I don't think it a good idea to leave the seed in contact for that long a period of time.

I have not had problem with damping of of the seed in the fridge, and don't know what I would do if I did. Probably add a little sulfur water (a few drops!) to it and hope it would clear up.
