Although hard to tell without seeing the tree in person, I concur that it is more likely a seiju as the leaves are on the big side for either species.
Seiju elms are great trees. I've got a pretty good sized one and its one of the more fun trees to work with. You prune hard and get an explosion of new growth everywhere including the trunk.
