The bulge on this tree is not a graft. My guess is it comes from being buried under the soil, which suppressed the trunk's expansion below. The inverse taper is the result.
Grafts on pines are problematic, especially bad ones. There's not alot that can be done. The graft "neck up" and bark differences between stock and scion usually get worse with age.
I'm not familiar with carob enough to help with design advice, as some of the more drastic things might be a little too rough for this species. Maybe someone with some experience with this species could help.
