The experts down here in OZ recommend only two methods to use to achieve air-layers. The first one is the one that has been described as above. This provides success very often but sometimes won't get the roots in the right place. The other method is cutting a grove around the trunk, like ring barking but not as wide and then wrapping wire tightly inside that grove and then wrapping spagnum and plastic as above. They say that this method provides a nicer root spread that is uniform around the trunk.
