Jay, I don't think it will be a problem. Do you have to do a lot of root pruning to them? Probably, especially since you are grouping them, they will be close.
But assuming that the bud swelling is an indication of the starches stored in the roots are making thier way up, and it wouldn't be until this point you want to repot, how about moving the smaller non bud swollen tree to a somewhat warmer sunnier place( whilst keeping the already swollen one cooler) to try to let it catch up with the other. Whew, thats a big run on sentance, sorry.
Supposedly only takes 2 - 3 days of warmth to snap them out of dormancy. I'll check a really good source for Larch and try to get back to you before sunday.
