From experience I have found that they do back bud under certain circumstances. I don't believe they bud back on very old wood at all. On new young healthy growth they do bud back. There are some techniques in achieving good bud back. I guess my best piece of advice is to keep pinching out new growth at the tips so that inner buds are given every chance to form and survive.
