Pot this thing in to a bigger container. Let it grow unchecked for a year or two. At that point you can do a chop reducing it to nothing but a trunk. Citrus will pop buds and they will become new branches in no time. For now look for future nebari when you repot - try to spread and encourage radial roots. Plant it at a bit of an angle and try to find a trunk like to cut to later.
