Yes it dos!
It is a bit complicated, first of all only "female" Carob is fruiting, and then you should also have a "male" Carob around, and they should be at least 7 years old and of course the right climate.
Here are photos of about 7 years old Carob, after two years in training.

Two years ago I had give it to one of our club members, and each year she inform me the number of fruits it had.
