Winter the best time to prune Raw material?

I just bought a Canadian Hemlock and want to know if now(being winter) is the best time to do pruning of large branches? I am planning on removing at least 1/3 of it's branches and also chopping off the top half of the tree to shorten it from 2 feet tall to about 13 inches. Now the best time for this or later towards spring( March).

Also i am wondering if I should do that much pruning in one sitting or would it shock the tree too much?
