It is most definately a Mugo Pine. Because of the nature of this tree and from the close up of the limbs I would consider cutting it back really hard. I would cut back every thing as long as there are some needles left on each branch. If you notice the rough looking things on the bark, these are places where you can expect to see some back budding. This should be done in the spring as the new buds start to expand and open out into needles. I know you are looking for styling advise but with this tree there are few good options right now. The best thing is going to be to regrow the tree in closer to the base thus the advise above.
