I think thats an alberta spruce (picea glauca?). I think chokkan is a better style for broadleaf trees, not so much for evergreens. I think that you should let it grow for a while before deciding what to do with it. As for spruces, pruning is best done in the autumn. It could make a nice informal upright, or perhaps sankan style.
