I understand, no offence taken. However; lets look at the issue. The terminology "make a branch come out" suggest encouraging a dormant bud to become active in a location where you desire a branch. This is the question as I understand it. If that is correct my original response is true and acurate: It depends-----!
It is possible to graft a branch almost anywhere you want one, even on a conifer. Thread grafting is the process where by a hole is drilled through the trunk and a branch is threaded through. Usually not possible on a conifer.
An approach graft is where a branch on the same tree is allowed to grow long, then bent down, up, or around to the location where you desire a branch. The adjoining areas are cut down to the cambium, the bent branch is aligned with the cambium on the trunk, or another branch for that matter, it is tied and wired in place and the wound is sealed with cut past or wax and allowed to remain this way until the wounds both heal together. This will take one to three seasons depending on the size of the branch but usually smaller branches are the preferred instrument in this case and one season usually does the job.
