yes at the end of the blooming period is a great time to transplant. That pretty much goes for all trees and shrubs. They bloom at different times of the year, but blooming is a good indicator of the end of dormancy and the onset of growth.

Do keep in mind though that indoor or greenhouse growing can "force" blooming and upset the normal cycle the plant would follow if exposed to normal sunlight and temperatures.
