Which systemic for scale on juniper?

I have found the smallest scale in my experience on one of my juniper...It is almost perfectly rice shaped, but no larger than 1/16 of an inch. They are almost if not always tucked deep between the leaves...and hard to spot...I have been treating them with Acephate. For a while they seem to be gone, but now after repeating this cycle for almost a year, I know that they are not gone, but just being beat back, and only to return a little sooner each time...can scale build up a tolerance to Acephate or pesticides in general? Any help would be appreciated. By no means would I want to create a "Super Scale" in my back yard...A nightmare I don't want to consider...
