It looks to me like woolly aphids to me. I agree with Al the tree should survive fine once the infection is stopped. I have used the Malathion to kill these before. Yausu Mitsuya told our group to spray the white webs hard with water until they are gone before using the insecticide. He recommended repeating the water spray and insecticide again in two weeks.

I use the HB101 as does many of the people in our club. We are all getting great results with its use.
