Well Im certainly no expert but that tree looks like its gone to the big bonsai bench in the sky.
If it was kept inside the whole year, this probably caused it's death, among other things depending on how often they watered it. Everyone will tell you Junipers will not survive inside. The color and foliage falling off tells me it is dead, as Junipers usually are deceiving in the opposite way you would hope for at this point, in that they tend to stay green for quite some time even after they've died.
This tree may not be able to be rescued but there are plenty of other potential bonsai out there just waiting to be given a home by a caring individual such as yourself. Welcome to the hobby (if in fact you are new to it) and welcome to the forum. There is much to be learned right here at bonsaiTalk.
